Park and Ballfield

Enjoy the inland playground next to the ballfield. Organize games for baseball, kickball and so much more at the ballfield. Be on the lookout for community events held here too!

Boat Ramp and Fishing Pier

The boat ramp open for use to all residents. Please visit Elayne, the white house to the left of the park, for the gatecode and vehicle sticker for parking. You can also shoot us an email at ASCA322@gmail.com for the code!
Residents also have use of the fishing pier, located 3 houses south on Lerch from the beach park. Please ensure you stay on the ASCA property and don’t forget your fishing license!

Beach and Park

Come play at the playground and take in the gorgeous views! In the same gated area, swim at your own risk at the beach! Please check the Water Quality Report before swimming!

About Special Community Benefit Districts (SCBD)

Avalon Shores is designated as a Maryland Special Community Benefit District (SCBD) and does not operate under a traditional Homeowners Association (HOA) structure. Instead, community matters are overseen by The Avalon Shores Civic Association, Inc. (ASCA), governed by an elected Board of Directors, which must comply with § 4-7-101(d) of the Anne Arundel County Code.

The Board holds monthly Board meetings and quarterly Community Meetings open to all homeowners and adult residents.

Under Anne Arundel County Code § 4-7-204(e), Avalon Shores is officially recognized as a Special Community Benefit District (SCBD) defined as follows:

District Boundaries:

The SCBD includes the lands shown on the plats of Avalon Shores, Sections A and B, recorded in Plat Book 8, Folio 36, and Plat Book 10, Folio 4 in the Plat Records of Anne Arundel County.

As a Special Tax District, we collect an additional tax on ourselves to fund and provide for the above-listed items. The Board is accountable to the community and to Anne Arundel County for the appropriate use of SCBD funds and adherence to the scope of authority granted under the law.

Authorized Activities

Constructing, maintaining, and improving community-owned property, piers, easements, buildings, and equipment.

Installing and maintaining community lighting.

Acquiring or leasing equipment and repaying related loans.

Covering administrative expenses such as postage, insurance, audits, and legal services.

Unauthorized Activities

The Board cannot enforce private property rules as a traditional HOA might.

It does not have the power to issue fines or penalties for non-compliance with community preferences.

The Board cannot impose restrictions on homeowners beyond those established by county or state law, or the original deed restrictions (if applicable).

Its decisions and expenditures must relate directly to the purposes defined by the County Code for SCBDs.
